Neil Winner

Senior Groundwater/Technical Consultant

Neil joined Earth Data after retiring from the Maryland Department of the Environment in 2019. He has a broad and comprehensive knowledge of well construction, pumping equipment, and water treatment processes and facilities. He is a licensed professional engineer (P.E.). His responsibilities at Earth Data include business development, project management, planning, cost estimating, proposal preparation, and contract administration. Because of his extensive experience, he will also provide engineering design and evaluation input on well construction, redevelopment and testing projects.

Neil was born in Manhattan and grew up in Yonkers, New York, moving to Troy, New York to attend Rensselaer Polytechnic Institute, spending most of his career in the mid-Atlantic and New England regions. He relocated to Maryland in 2002. He and his wife enjoy kayaking and canoeing in the Chesapeake Bay area and are members of the Chesapeake Paddlers Association. Neil also has a passion for motorcycles. He is a member of the Water Buffalos—a group of water industry employees from across the United States who promote the awareness of safe and reliable water and wastewater services to those in need. The group has raised over $1 million from its annual charity rides.
